From 01.01.12 new amendments to the Customs Tariff codes had come into.
From January 1, 2012 new amendments to the Customs Tariff codes had come into. All WTO countries will have adapt to these changes, it is 5, in turn, change of the Customs Tariff codes. Customs Union has also changed the same regulation on the territory of 3 member countries, the same day. The changes affect not only the label but also the rates of fare. The changes, as it turns out is beneficial to the players in the market and those directly affected by the rates and codes. Fixed rates remained unchanged, but in terms of rate variables, some of them have been modified significantly.
Another benefit are the changes in the nomenclature. In order not to hinder the procedures, now next to the good's name, the customs tariff code which has not changed, but changed its composition, puts a "+". Such production has still the same code, but also it now suites for the product of different composition.
Very important fact: the changes were made to the tariff rates of some articles. More than 30 groups of goods, up from 10-15% will apply the new rates - 0-5%.
The changes affect not all groups of goods. The revision concerns mainly group 01 (live animals), 25 (organic and chemical compounds) 30 (pharmaceutical manufacturing) and 96 (certain children's items).
The Commission also worked on the revision of the documentation relating principally to the regulation which do not include the codes and the tariff nomenclature. There is a list of production which are not permitted to export and bring in the territory of the Customs Union, or there are restrictions on the marketing of this production. Changes in the tariff codes on 23 items in the list. Among other substances that deplete the ozone layer (46 products), and narcotic drugs, psychotropic substances and their precursors, articles, import of which is done on the basis of licenses (30 items), special technical means to obtain personal information (13 items), goods, that valid exclusive right - alcohol, tobacco, gas, fertilizer (12 items). As for permits and licenses issued before January 1, it will be valid until the date indicated on each document.
The year 2012 will be the year we work to improve the Customs Code and its derivatives, because at present the differences between the WTO and Customs Union are quite significant.
