New type of obligatory certificate: CUTR (Custom Union Technical Regulation) certification and declaration system replaced GOST R obligatory approvals by EAC certificates and declarations.

From February 15, 2013 came into force new CUTR certificates for Custom Union in accordance with three the most important regulations:
- Safety of Low Voltage Equipment - LVE,
- Electro- Magnetic Compatibility - EMC,
- Safety of machines and industrial equipment.

A set of documents on the machines and (or) equipment, confirming compliance with the safety requirements of technical regulations of the Customs Union CUTR "On the safety of machinery and equipment".

All documents submitted by the applicant must be done in Russian and stamped with the seal of the applicant.

CUTR declaring conformity:

• Demonstration of safety - a document containing the risk analysis as well as information from the design, operational, technical documentation about the minimum necessary for the security that accompanies the machinery and (or) equipment at all stages of the life cycle.
• Operational documents.
• Contract (supply contract) or shipping documentation.
• A list of the standards referred to in Article 6 *, which requirements shall conform to this machinery and (or) equipment (when used by the manufacturer).
• Testing protocols of the machine and (or) equipment of the manufacturer, seller or person executing functions of the foreign manufacturer, and (or) test laboratories (centers), included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union for the test report:
  - Presence of the values of the indicators in the test, confirming compliance with all the requirements established in the technical regliations, applied to a specifically declared product;
  -The testing parameters must pertain to the claimed machinery and (or) equipment.
• Certificates of compliance for materials and components and protocols of their tests (if any) - if they are to determine the safety of the final product to be conformed.
• Certificates of conformity for these machines and (or) equipment provided by foreign certification bodies (if any).
• Certificate for quality management system of production (if any) - if it applies to the declared machines and (or) equipment manufacturing .
• Photos of the markings, made in due course **.

CUTR certificate for serial production:

• Demonstration of safety - a document containing the risk analysis as well as information from the design, operational, technical documentation about the minimum necessary for the security that accompanies the machinery and (or) equipment at all stages of the life cycle.

• Results of self-control from the manufacturer.

* Article 6. Compliance with safety requirements for CUTR certificate: Related machinery and (or) equipment this technical regulation is ensured by its claims directly either fulfillment of the requirements of interstate standards, and in their absence (before the adoption of interstate standards) - the national (state) standards of the Member States of the Customs Union, the result of which is to voluntary compliance with technical regulations of the Customs Union, and standards containing rules and methods (tests) and measurements, including the rules of sampling needed to implement and enforce the requirements of the technical regulations of the Customs Union and the implementation of assessment (confirmation) of conformity (hereinafter - the standards) to the appropriate types of machines and (or) equipment.

Implementation of voluntary standards requirements mentioned indicates compliance of machines and (or) equipment safety requirements of the technical regulations.

Marking ** (on the machinery / equipment and packaging), instruction manual and warranty card must be in Kazakh, Russian and other languages. (Top Kazakh- Russian below, Kazakh on the left- Russian on the right). The marking must be: legible, easy to read and applied in the available for inspection location, without necessity of disassembling unit using tools. The marking must show:

Name of the product

Designation (type, brand, model)

Name of the manufacturer

Country of Origin

The basic parameters and technical characteristics that affect safety

Month and year of manufacture (information in the operating instructions is enough)

The name and address of the importer / seller and contact information with them.

If the information cannot be placed on the machinery, and (or) equipment, this information must be included in the instruction manual (leaflet) and applied to the packaging.
